Alongside the rise of e-Commerce, around the World we are witnessing the emergence of a related phenomenon that is being called Information age Government or e-Government. Nearly all developed nations now regard developing e-Government as a key strategy for ensuring their success in the early 21st century and are rapidly implementing major initiatives in this area. It is almost impossible to achieve any category of economic growth, business sector development and poverty reduction without reformed Public administration that will offer sufficient and effective services to the citizens and business sector.
The E-Government in a broadest sense will enable the technology-based transformation of existing management framework within the governmental structures. The use of power of information and communication technology with high security should rebuild government from outside in.
This approach will change existing control function of the government and enable original service oriented functions. E-Government is powerful tool in the institutional reform process that will reduce costs while not compromise the quality, connect the various government bodies, promote economic development through use of modern technologies, simplify procedures and provide security and better life for all citizens.
The main intend of e-Government is not just putting secure services on-line but become the central component of the efforts to "modernize" or "reinvent" the government. The existing Government bodies in many other countries are organized in the old fashion "silo" structure without sufficient horizontal and in some cases even sufficient vertical communication.
The real issue is to connect and cut boundaries between and among departments within the government bodies, between and among different levels of government (Central Government and Local Self Government entities), between and among public and business sector and at the last stage between and among the governments. Technologically speaking, that means open and developed information technology infrastructure of shared networks, data, applications and standards.
The digital economy continues to grow, and as it does, it places an increased value on information held within datacenters. Today, enormous amounts of data are being created from a variety of sources, such as applications, mobile devices, big data analytics, and the cloud. This is changing the speed with which business is conducted and the scale in which it occurs. Moreover, the digital explosion shows no sign of slowing, and we are going to witness 50% growth of data being stored per year over the next few years.
Governmental Institutions are keeping large amounts of data, which becomes very difficult to maintain and access. The reduced budgets and reduced personnel within the IT department create a new technological challenge. The main goal within the sector will be to increase efficiency of the collected data through fast data access.
In order to enable efficient implementation of eGovernment initiative the leaders around the world should pay particular attention to data management and organization in such a manner to enable reduction of access time and costs and in the same time preserving green environmental principles.
